Governors

What do school governors do?

Governors work with senior leaders in the strategic development of the school and in raising standards of achievement. Duties include setting the school’s vision, aims & objectives, approving the school budget and appointing the headteacher.

Governors must both support and challenge the headteacher, so need to gain an understanding of the school’s overall performance in order to explain its decisions and actions. They do this by attending regular meetings, carrying out school visits and meeting with senior leaders. They also attend training in order to keep up to date with the requirements of their role. Governors work as a team and make collective decisions.

Full Governing Body meetings

The full governing body meets once or twice a term. At these meetings, the governing body carries out its three core functions, as identified by the Department for education in the Governors' handbook:

  • Ensuring clarity of vision, ethos and strategic direction.
  • Holding the headteacher to account for the educational performance of the school and its pupils, and the performance management of staff.
  • Overseeing the financial performance of the school and making sure money is well spent.

The current Chair of Governors is Lesley Walker and the Vice Chair is Claire Cornthwaite. Minutes are published on the website, once they have been agreed by the governing body at the following meeting.

Committee meetings

Some functions are delegated to committees. Hangleton Primary has two committees and the minutes are available on the website. Terms of reference are being reviewed in the autumn term 2015 and will then be published.

Resources Committee (Chair: Clive Bolton)

Terms of reference

  • To  promote the most effective use of the school’s finances in providing the best educational service.
  • To provide and maintain a safe and suitable working environment for students and staff of the school.
  • To oversee personnel and pay issues at the school.

Membership   

  • Membership shall consist of not fewer than three governors, plus the Executive Headteacher or representative.
  • The committee shall elect a chairperson and vice chair from their number at the beginning of each academic year, or at such time as a vacancy arises unless already appointed by the Full Governing Body.

Quorum

  • The Quorum shall be three governors appointed to the committee.

Meetings

  • The committee shall meet at least once a term, in advance of a full Governing Body meeting and at other times when appropriate and necessary.
  • Apologies should be provided in advance to the chair and clerk.
  • Papers will be provided 7 days ahead of the meeting.  Tabled papers will be exceptional. Members are expected to have read the papers in advance of the meeting.
  • Members will complete action within agreed timescales or inform the chair if not possible and agree amended timescales.
  • Minutes of meetings will be made to record the names of those attending, time and place, and any decision, action points or recommendations to be made to the governing body.
  • Minutes will be circulated to all members of the committee as soon as possible after the meeting and to all governors with the agenda of the next full governors meeting.

Responsibilities:

  • To exercise the powers and duties of the Governing Body in respect of the financial administration of the school as set out in the ‘scheme for the delegation of the Governing Body’s financial powers and duties’.
  • To report annually to the governing body on compliance with the Schools Financial Value Standard.
  • To submit a management plan and budget to the Governing Body prior to the start of each financial year.
  • To consider reports on the school’s financial position and where necessary take appropriate action to contain expenditure within the budget.
  • To ensure that all other non-public funds are properly administered, audited and reported to the Governing Body annually.
  • To ensure there are appropriate facilities for curriculum delivery.
  • To ensure there are appropriate facilities for delivery of the relevant development plan priorities.
  • To monitor the expenditure of the pupil premium.
  • To monitor the expenditure of Sports Funding.
  • To ensure a safe and healthy working environment and that appropriate procedures are taken to minimise the risk to members of the school community whether on the premises or on trips and visits.
  • To receive the reports of the Pay Committee.
  • To review staff-related policies and staff development.
  • To receive and monitor the Executive Head teacher’s staff appraisal recommendations.
